Texas Sewer Inspection Regulations

Texas sewer systems are regulated by the Texas Commission on Environmental Quality (TCEQ) and local municipalities. Requirements vary significantly by city and county, with larger metro areas like Houston and Dallas having their own codes.

Permits

Permits from the local municipality are required before any work connecting to or modifying public sewer infrastructure. Sewer lateral work typically requires a plumbing permit. Licensed plumbers must perform all permitted work under Texas state law.

Inspections

Texas has no statewide mandate for sewer inspections during real estate transactions, but many buyers order sewer scope inspections independently. Older neighborhoods with clay or Orangeburg pipes are particularly important to inspect.
